2016 Report
As 2016 draws its final conclusions this is merely a small note of thanks and appreciation, to you all, for your continued support and dedication over the past twelve months. Whether this is through the terrific work that you have invested into referee training, development and education, via coaching, observing, tutoring or mentoring, or just simply going out every weekend, through all weathers, to ensure a game of football has a qualified and registered referee, a sincere message of thanks to you all.
I am extremely proud of the work that we have undertaken and successfully delivered, through the varying levels of challenges encountered. Although ultimately I am accountable for the planning, construction and subsequent delivery of many of our refereeing related programmes, initiatives and events, I cannot do this alone. Therefore I would like to thank each and every one of you for the time, effort, hard work and dedication that you have pledged to me, The Kent FA and our participants, who have ultimately benefited and developed, from what we have delivered, or the games in which you have officiated in.
I have every faith that, based on the great job that you do, 2017 can be an equally prolific year. As our overarching aim begins to encompass the realistic vision that EVERY game of football is covered by a registered and qualified referee, we also look to continue in maintaining, and evolving, the current development opportunities for our existing refereeing workforce.
To highlight some of our successes this year, here is a brief overview;
· Launch and delivery of the Kent Refereeing Strategy and the Kent Centre of Referee Excellence (CORE), with focus on the development and education of Level 10 to 4 (inclusive) match officials.
o Foundation Tier – for all Match Officials. 6 sessions held between July and November 2016, engaging with 151 Match Officials across all ages/levels (up to Level 5).
o Academy Tier – for Match Officials aged 14-21. 7 sessions held in 2016, engaging with 40 young Match Officials across both seasons. 6 Match Officials ‘graduating’ and approximately 22 new Match Officials recruited.
o Development Tier – for Match Officials on the 7-6 & 6-5 Promotion Scheme. A new Tier designed to give greater support to those Match Officials on the promotion scheme; three sessions held from July 2016.
o Advanced Tier – for Match Officials at Level 4 and on the 6-4/5-4 Promotion Scheme. A new Tier designed to give greater support to those aiming to achieve Level 4, and to those aiming to attain Level 4; 6 sessions held in 2016.
· Our development session ‘for all’ with Michael Oliver helped support almost 300 match officials, as well as raise over £1,000 for Demelza Children’s Hospice.
· Constantine Hatzidakis (Level 2a) has been nominated to the FIFA List of Assistant Referees, effective from 01st January 2017.
· 2 external funding applications were made to the RA-FA Youth Council, via the Referee Development Fund scheme, providing additional revenue for referee development initiatives.
· 9 ‘Get into Refereeing’ Workshops held across the County, with over 400 Candidates in attendance.
· 200 new Level 9 Trainee Referees have been through the Referee Course, and a further 25 new Mini Soccer Referees.
· Delivery of 11 Referee Courses, delivered in the new FA Referee Course format (6 Unit structure), with greater focus on practical application of the laws of the game.
· Overseen almost 550 match official appointments, and multiple re-appointments, to 170 pre-season fixtures for 45 Clubs (within the National System), as well as close to 2,500 match officials appointments to Ryman Youth League, Gillingham Academy, 20 County Cups (our thanks to John D’Arcy with his help) and FA Competitions.
· Operating at 93.81% Referee Coverage across all Kent FA affiliated Leagues and Competitions (above the 90% set by the FA), which is 0.37% above that from the same period last year.
· Selection of 4 Referees and 1 Referee Coach to attend the 2016 Iber Cup (Portugal), which shall hopefully continue to be a valuable to development platform for selected match officials.
· Supporting our grassroots Match Officials via the Panel of Match Officials between the KCL/KIL, offering various practical referee development sessions this summer.
· 265 assessments organised from March 2016 until 31/12/2016, each being quality reviewed.
· 24 new Referee ‘Observers’ trained for the 2016/2017 season (increased by 11 from the same period in 2015/2016).
· Held our annual County Cup Final Seminar for the 80 appointed County Cup Final Match Officials, with Match Observers being appointed for the very first time as development aids.
· Promotion of the Whole Game System with 82% of Referees registering online (>3% now via paper).
· Committed close to £50,000 to referee development since the start of the 2014/2015 season to date.
We continue to stretch ourselves with a wide and varied programme which includes administration, appointments, governance and the development of referees. So many of you have given up your own precious time to help as support staff for a variety of these events, as volunteers or simply to help support the grassroots game as a Referee. On behalf of the Kent FA Referee team, quite simply, thank you.
There are still challenges and improvements that can be made, however; moving into 2017, we would;
· Like to remind match officials of the importance in the prompt submission of any disciplinary reports (within 48 days of the completion of the fixture), and
· Look to build on our current level of referee coverage across our Leagues and Competitions, working towards 100% referee coverage, and,
· Be working towards ensuring enhanced levels of support are provided to match officials both on and off the field of play (including, but not restricted to, support for report writing, acts of physical contacts against match officials as well as on-field development).
If you have any contributions, thoughts or observations you would like to provide on any of these points, then please do not hesitate to play your part in improving the service that we offer. Equally, if you would like to become an active member of the Referee Development Team, we can find a place for you, and would welcome any support and help!
In closing, once again, a huge thank you for the role you play in ensuring our County is one of the best in the Country. I hope that, over the past few days, you have found the time to enjoy the festivities with your friends, family and loved ones.
